Share Icons Properties Properties Los Angeles CA Rose Hill Courts Affordable Housing Contact Information WEBSITE 4466 Florizel Street, Los Angeles, CA, 90032 The Numbers Units 185 Square Footage 1.79 acres Completion 2023 Located in the El Sereno neighborhood of northeast Los Angeles, Rose Hill Courts is the redevelopment of an existing 100-unit public housing project originally constructed in 1942 by the Housing Authority of the City of Los Angeles (HACLA). Through an RFQ process, HACLA selected Related California as their development partner to redevelop the aging site into 185 multifamily units, 174 parking spaces and a management office and community building.The redevelopment is being completed in two phases. Phase I, completed in 2023, is located on the northeast corner of the site at McKenzie Avenue and Florizel Street, and includes 89 units geared toward current residents of Rose Hill Courts. Phase II will include 96 new units geared toward large families (replacing eight buildings consisting of 80 units). All units will be deeply affordable and supported by regular Section 8 Project Based Vouchers or the Rental Assistance Demonstration (RAD) vouchers. When the redevelopment is complete, the site will include nine buildings, with a total of 88 one-bedroom units, 59 two-bedroom units, 30 three-bedroom units and 8 four-bedroom units. The second phase will include a 6,336-square-foot community building with management and social services offices and a community meeting space. There will also be a "central park" green space, creating a park-like setting for residents. Both phases include storm drain and utility improvements, parking, new landscaping, lighting, fencing, signage and security features. The new development will be energy-efficient and the landscaping will include water-efficient irrigation and storm water reuse. The amenities will include outdoor spaces for social gatherings, shaded and seating areas with barbecue grills for outdoor dining, picnic tables, lounge seating, a vegetable garden and adult exercise area. Plus, there will be a tot lot specifically designed for children 2-12 years of age.The redevelopment also secured state funding for creating one mile of bikeway paths that connect to the existing bicycle network, new sidewalks and the purchase of eight new electric DASH buses to strengthen connections to transit for the entire neighborhood. A workforce development partnership with GRID Alternatives will bring solar installation job training and job placement to disadvantaged residents. By developing new housing near an existing transit plaza, this project implements the City of Los Angeles' Community Plan's policy to encourage pedestrian activity and the use of public transportation.
