Related Northwest, in partnership with the Housing Authority of Clackamas County (HACC), will redevelop a 7.5-acre portion of Hillside Park, an existing 13.7-acre public housing project constructed in the 1940s. The aging site is being redeveloped and expanded into a walkable, amenity-rich community. 

Located in Milwaukie’s Ardenwald neighborhood, and designed in alignment with the 2020 master plan that calls for 500 total housing units, the two new developments will generate 275 units of affordable and supportive housing for low-income households with incomes ranging from 30% to 60% Area Median Income (AMI.)  Sustainability is a key value of both developments, which will be all-electric to reduce dependence on fossil fuels, anticipate solar photovoltaic arrays and incorporate green infrastructure for stormwater management.  

BUILDING C
Building C will be a 100-unit, four-story building with studio, one and two-bedroom apartments. Sixty-eight (68) units will be reserved for households at or below 30% AMI, and thirty-two (32) units for households earning 50% AMI. Eight (8) of the 30% AMI units will be set aside for permanent supportive housing (PSH) residents. Community amenities will include a multipurpose room, social services offices, management spaces, laundry facilities, a community garden with over 50 planter beds, and barbeque area with outdoor seating. There will be seventy-one (71) on-street parking spaces for residents. 

The Housing Authority of Clackamas County's service team will provide on-site resident services to all residents, and Impact Northwest will render supportive services for the PSH residents. 

BUILDINGS A & B
Buildings A & B will be two, four-story buildings with 175 units of housing with studio, one, two, and three-bedroom apartments. One hundred thirty-five (135) units will be reserved for households earning 60% AMI or below, and forty (40) units will be set aside for households earning 30% AMI or below. Thirteen (13) of the 30% AMI units will be reserved for permanent supportive (PSH) residents. Amenities will include a multipurpose room, management and service offices, laundry facilities, and courtyard with a playground and barbeque area. There will also be a resilience hub, equipped with emergency supplies and designed with backup power. The resilience hub will be a central location to support residents and distribute resources.

Impact Northwest will provide on-site resident services to all residents. Unite Oregon will lead weekly programming out of the resilience hub and Community Vision will assist with resource navigation for residents living with physical disabilities.

Extensive improvements and infrastructure work will reconnect the property to the city grid and create a large public plaza.

 Hillside Park is a public-private partnership between Related Northwest, the City of Milwaukie, the Housing Authority of Clackamas County, Clackamas County, Metro, Oregon Housing and Community Services, and Housing and Urban Development.
